지방자치선거와 이주민의 참정권 = Municipal Election and Franchise of Immigrants

다국어 초록 (Multilingual Abstract)

The purpose of this study was to overlook the franchise of immigrants. First this paper overlook the effect of franchise of immigrants through several case study. In countries such as, Israel, USA, Canada, Germany franchise of immigrants had a decisive effect on the result of some vote. Second, this paper overlook the franchise of immigrants of USA, United Kingdom, Germany, Australia, Japan. Generally, many countries disallowed immigrants to vote on their elections. Many countries allow franchise to their nation. But many countries permit immigrants to vote as an exception. There are about millions of immigrants in Korea. The number of immigrants in increasing. In a relative sense, Korea has open electoral system. The immigrants were unqualified to run for an election. According to majority opinion, the constitution forbid immigrants to run for en election. It would be premature to allow immigrants to run for an election. And it have substantial inconsistencies with the particularity of Korea. Especially, public feeling can be distorted in ethnic enclave. Proper communication between Korean and immigrants is more important than to allow immigrants to run for an election. Many immigrants living in Korea say the country``s homogenous makeup makes it especially difficult to fit in, and they don``t see that changing without the government``s help. But Korea allow the franchise of immigrants and allow to vote on municipal election.
