제도주의적 권력자원론과 한국의 노동, 자본, 정치가의 복지정책 선호에 관한 실증연구

국문 초록 (Abstract)

왜 한국의 조직노동과 정치가들은 공공복지를 의제화하고 실현하는 데 열성적으로 나서지 않는 것일까? 본 연구는 한국 복지정치의 보다 세세한 단면을 이해하기 위해 ?제도주의적 권력자원론?에 입각해 복지국가 건설과정에서 가장 영향력이 큰 3대 행위자, 즉 조직노동, 기업, 그리고 정치가들의 복지정책에 대한 선호도를 실증분석하고, 이의 의미를 분석하고 있다. 복지정책에 대한 선호조사는 복지정책 선호에 미치는 제도의 영향력을 검증하고자 조직노동은 기업노조간부와 초기업노조간부(전국 및 산별 노조) 182명, 기업은 연매출액과 상시고용 근로자 수를 기준으로 대기업, 중소기업, 영세사업장의 고용주 106명, 그리고 정치인은 지역구 국회의원과 비례대표 의원으로 구분하여 총 122명의 19대 국회의원을 대상으로 실시되었다. 본 실증연구가 시사하는 바는 다음과 같다. 첫째, 노동운동이 중앙이나 산업단위가 아닌 기업단위에서 이루어질 때 근로자들의 분배욕구가 임금과 기업복지 향상으로 발현되고 공공 복지에 대한 요구는 상대적으로 크지 않다. 둘째, 기업은 근로자들의 충성도 제고와 숙련 노동자 확보를 위해 비용이 동일하다면 공공복지보다는 임금인상과 기업복지에 자원을 집중한다. 셋째, 기업별노조가 지불능력이 있는 대기업 울타리 안에서 노동운동을 펼치면, 노동자의 분배욕구는 기업내부에서 충족되고 공공복지를 향한 목소리는 약해진다. 넷째, 선거제도가 지역 이슈와 인물 경쟁을 유인하는 소선거구제인 경우인 경우, 지역구를 넘어서는 공공복지는 선거이슈로 부상하기 어렵고 그 결과 복지국가의 발전은 지체될 수 있다.

다국어 초록 (Multilingual Abstract)

This study seeks to empirically examine the validity of institutional power-resources model based on a survey that investigates the diversity of policy preferences for social security of three main actors of welfare politics ? organized labor, employers, and politicians in South Korea. In order to examine the influence of the institutional effect on the main actors, the survey employed quota sampling of at least 30 people for each group within 182 union leaders at national, industrial, and firm levels, 106 employers of big, medium, and small firms, and 122 members of district and proportional representation in the National Assembly. The survey results are as follows. First, political voice for public welfare is weak when labor movements are carried out at the firm level rather than the national or industry levels since enterprise unions prefer wage increases and corporate welfare to public welfare for all. Second, employers support corporate welfare for managerial reasons to increase employees" loyalty and commitment and to secure skilled workers. Third, it is highly possible to form a cross-class coalition at the large workplace through higher wage and corporate welfare, which would suffocate bottom up voice for public welfare. Lastly, plurality electoral system leads to the underdevelopment of public welfare since election tends to center on regional issues and competition between candidates.
